The term "9+" refers to the parallel model of vocational training and general education. Upon completion, students can take the high school graduation exam like those in public high schools, while also acquiring practical skills and a vocational intermediate degree.

Depending on the school, students can continue their study for 1-1.5 years to obtain a college degree. With these benefits, this model is currently being expanded, helping classify the labour force right from secondary school level and reducing competitive pressure for trainees.

According to the provincial Department of Education and Training, the number of students studying both general education and vocational training at continuing education centers and colleges under the department has been increasing year by year, from 6,500 in the 2020-2021 school year to 9,300 in the 2023-2024 school year.

To provide a young workforce that meets the current labour market demand, local vocational education institutions are implementing innovative solutions to gradually enhance the quality of training.

Realizing its enrollment plan for the 2024-2025 school year, the Bac Giang Mountain College has enrolled 1,045 students across various majors, 120 more than the target.

Among them, 945 are enrolled in the 9+ intermediate vocational training programme in such majors as industrial electricity, computer repair and assembly, information technology, automotive technology, welding, fashion design, and veterinary science (an increase of 70 compared to the previous year).

To attract students to the 9+ model, in addition to maintaining five majors from previous years, since the 2019-2020 school year, the Vietnam-Korea Bac Giang College of Technology has had three new ones: general vocational skills, air conditioning and refrigeration, and basic sciences.

These are key fields with high demand from employers. To enhance job opportunities for graduates, since 2019, the college has signed training and labour supply agreements with five local enterprises.

Recently, it has developed a pilot training programme in the 1+1+1 format (one year at school, one year at a corporate training center, and one year of internship) in collaboration with Goertek Technology Vina Co., Ltd based in neighbouring Bac Ninh province.

In the first year of the 9+ model, the Bac Giang Ngo Gia Tu College has enrolled one class in e-commerce with 50 students. In the next school year, the college will expand intermediate-level majors such as Chinese language and information technology to increase the number of trainees to around 200.

It is forecast that by the end of the year, local companies will require around 30,000 workers. According to Tran Van Ha, Deputy Director of the Department of Labour, Invalids and Social Affairs, to attract students to the 9+ model and shorten training times to meet labour demand, the department will actively review vocational schools and institutions, prioritising funding for facilities and teaching equipment.

Institutions will be encouraged to adjust their training programmes and plans to fit current needs, enhance practical lessons that align closely with businesses’ production realities, and focus on job placement counseling to increase the employment rate of graduates.
