Bac Giang approves investment policy for project to export 220 kV substation to connect to 110 kV line
BAC GIANG - The People's Committee of Bac Giang province has just issued Decision No. 247/QD-UBND (dated March 21, 2025) on approving the investment policy and the investor of the project to export the 220 kV Yen Dung Substation and connect to the 110 kV line of Pha Lai Power Plant - Yen Dung 110 kV Substation of Bac Giang province.
The investor is the Northern Power Corporation, headquartered at 20 Tran Nguyen Han Street, Ly Thai To Ward, Hoan Kiem District (Hanoi City).

The project’s scale aims to construct new 110 kV double-circuit line, 2 x ACSR240/32 phase conductors with a length of more than 6.7 km from Yen Dung 220 kV substation to the DC pole of the 110 kV line of Pha Lai Power Plant - Yen Dung 110 kV substation.
It has a total investment of more than 68.8 billion VND (2.9 million USD), including more than 17.2 billion VND from the investor, the remaining ones from other legal sources.
The project's operating period is 50 years from the date of investment approval. It will be implemented in Tu Mai and Tien Dung communes and Canh Thuy and Nham Bien wards (Bac Giang city).
The total land use area is 6,500 square meters. As schedule, the project will be started in the third quarter and completed by the end of this year.
After completion, the project will meet the electricity supply demand for the load of Bac Giang province in general and industrial zones in Bac Giang city in particular.
At the same time, it will increase the stability of electricity supply, reduce power loss and electricity loss in the power system as well as improve the production and business efficiency of the Northern Power Corporation.
Also according to this Decision, the Northern Power Corporation must deposit a guarantee to ensure the implementation of the investment project or must have a bank guarantee for the deposit obligation as prescribed.
During the project implementation, the Northern Power Corporation must fully comply with the regulations on investment, land, construction, electricity, environmental protection, fire prevention and fighting, labor, insurance and other relevant legal regulations; periodically report quarterly and annually to the Department of Finance and the People's Committee of Bac Giang city as prescribed.
The Department of Finance is responsible for notifying investor of the amount of deposit to ensure project implementation and supervising the implementation of the investor's deposit obligation.
The Department of Agriculture and Environment will only consider the request for land lease from the Provincial People's Committee when the investor completes the deposit to ensure project implementation.
At the same time, the department will regularly monitor and inspect the project's compliance with land and environmental laws.
The People's Committee of Bac Giang city is in charge of monitoring the implementation and operation of the project; periodically reporting to the Provincial People's Committee according to regulations.
