The move, issued on August 1 through provincial document No. 54/UBND-THDT, seeks to shorten the time required for handling administrative procedures, boost economic growth and attract investment.

According to the decision, 13 procedures will fall under the “24-hour green lane,” including six under the Department of Finance.

These cover approvals of investment policies, adjustments to investment projects under provincial jurisdiction, changes in project ownership or structure, issuance of investment registration certificates for projects not subject to policy approval, and appraisal of feasibility studies and decisions on PPP projects proposed by investors.

The remaining seven procedures belong to the Department of Home Affairs. They include issuance, reissuance and extension of work permits and certifications for foreign workers in Vietnam, as well as safety declarations for equipment and materials subject to strict labor safety standards.

Meanwhile, 83 procedures are classified under the “60% green lane.” These include four managed by the Department of Finance, one by the Department of Agriculture and Environment, 34 by the Department of Construction, 26 by the provincial Industrial Parks Management Board, seven by the Department of Home Affairs and 11 at the commune level.

Officials said the new list was the result of a review of all provincial administrative procedures and is expected to streamline decision-making, especially for large-scale investment projects.

The initiative forms part of Bac Ninh’s broader strategy to improve its business climate and maintain momentum in attracting foreign direct investment.
