Proactive health care

The Emergency Department of the Luc Nam district Medical Center regularly has more than 30 patients on dialysis due to chronic kidney failure.

Some people have been here for more than 4 years, even for more than ten years. For them, the health insurance card is a security fulcrum to live with peace of mind when suffering illnesses.

Nguyen Van Ha (born in 1958) from An Phuc village, Truong Giang commune, said that “For the past 5 years, I have come here three times a week for dialysis. Each month, my hospital fees of nearly 9 million VND ($354) are covered by the health insurance fund. This is a large amount of money for my whole family. Without a health insurance card, I certainly cannot maintain long-term medical examination and treatment."

In recent years, in order to create favourable conditions for people, especially the poor and near-poor, to take care of their health right in their locality, many high-tech services have been put in place at the district Medical Centre such as dialysis for patients with kidney failure, bone and joint surgery, and services for women and children.

Patients with health insurance cards have 80-100% of total costs covered by the health insurance fund, depending on each beneficiary. Patients without health insurance must pay 100% of all medical examination and treatment costs.

People's participation in health insurance is to proactively take care of their own health and ease financial burdens. It is also a way to share responsibility with the community.

According to statistics from the district Medical Center, in 2023, nearly 129,000 people went to medical facilities in the district for medical examination and treatment using health insurance cards.

The amount of money from the health insurance fund to support payments to patients reached more than 65 billion VND (2.55 million USD).

By the end of May 2024, the entire district had 99,000 people coming for medical examination and treatment with health insurance cards, with a total cost of nearly 30 billion VND paid by the health insurance fund.

Diverse forms of popularisation and encouragement

In the process of implementing the task of developing health insurance, relevant agencies and grassroots Party committees and authorities in the district have focused on communication work to help people raise awareness and voluntarily participate in health insurance.

The district social insurance agency has well-coordinated with the social and health insurance premium collection groups and the People's Committees of communes and towns to diversify popularisation forms, and actively share information about benefits from health insurance on mass media and on social networks such as Zalo and Facebook.

In addition, the district social insurance agency has also strengthened the application of information technology and reformed administrative procedures to create convenience for people when registering for health insurance. People can buy health insurance directly at commune and town cultural post offices; or register online on the national public service portal.

In addition, people can also use the card image on the VssID application instead of paper cards like before or citizen identification cards for medical examination and treatment.

Along with the support policies of the State and the province, over the past time, the district People's Committee has also encouraged officials and Party members to buy health insurance cards for people who have just escaped poverty and those in particularly difficult circumstances.

The good implementation of health insurance policy for the poor and near-poor has contributed significantly to increasing the rate of people participating in health insurance.

With many solutions implemented synchronously, the health insurance coverage rate in the district has reached 99.7%, with all people from poor households granted free health insurance cards.
