Bac Ninh accelerates progress on Gia Binh International Airport project
BAC NINH – On July 9, Vuong Quoc Tuan, Alternate Member of the Party Central Committee and Chairman of the Bac Ninh People’s Committee (PPC), chaired a meeting to review and expedite implementation of key provincial projects, including the construction of Gia Binh International Airport, roads connecting the airport to Hanoi and the Kenh Vang bridge to Hai Phong City.
The event was also attended by PPC Vice Chairman Dao Quang Khai; leaders of provincial departments and representatives of the two main investors: Masterrise Group and Sun Group.

The proposed Gia Binh International Airport is designed as a 4E-class airport covering over 1,960 hectares, with two runways capable of handling modern aircraft such as Boeing B777, B787 and Airbus A350.
By 2030, the airport is expected to handle 30 million passengers and 1.6 million tonnes of cargo annually, rising to 50 million passengers and 2.5 million tonnes by 2050.
The project is expected to promote economic development in Bac Ninh and the wider capital region, while easing pressure on Noi Bai International Airport.
At the meeting, Masterrise Group, investor of the airport, presented its legal basis and implementation proposals covering master planning, relocation, resettlement and infrastructure restoration.

Sun Group, investor of the connecting roads and Kenh Vang bridge, proposed allowing the use of unauctioned land for reinvestment purposes and approval of resettlement projects to ensure adequate land supply.
The group also requested permission to survey and directly exploit construction material resources in several provinces and asked the government to propose to the Prime Minister an increase in the rice land conversion quota for 2025-2030 to accommodate land clearance.
Provincial departments including Finance, Construction and the Transport and Agriculture Project Management Board reported on construction plans for the connecting roads and Kenh Vang bridge.
PPC Vice Chairman Dao Quang Khai urged departments and consultants to clearly identify tasks implementable under special mechanisms, stressing that planning, resettlement and land clearance must be prioritised to ensure site readiness for phase one construction by August 19.
Concluding the meeting, PPC Chairman Vuong Quoc Tuan emphasised that Gia Binh International Airport and related infrastructure are top political priorities, requiring maximum focus and effort. He instructed that land clearance be treated as the foremost task, with detailed individual assignments monitored daily.
The provincial leader noted the airport project will benefit from “green lane” prioritisation to expedite procedures and timelines, supported by special central and local mechanisms. However, he cautioned officials to conduct compensation and clearance work impartially to avoid potential issues.
The provincial Land Fund Development Centre was assigned as the standing agency coordinating with local authorities to implement clearance work and ordered to establish a dedicated project management board led directly by its Director.
The Construction Department was tasked with submitting provincial planning adjustments by July 20 and obtaining Ministry of Construction approval for the airport master plan adjustments by July 22. Functional zoning plans must be developed in parallel.

The Agriculture and Environment Department will work with the Ministry of Agriculture and potential investors to accelerate rice land conversion approvals. Authorities were also urged to assess material demand to ensure supply during construction.
Localities with land subject to clearance must establish clearance steering committees by July 11, headed by commune Party Secretaries, with commune People’s Committee Chair persons as appraisal council chairs.
The transport projects will be built under build-transfer (BT) models, with parallel implementation. Investors were requested to survey traffic routes to ensure safety throughout construction.
Resettlement sites must be proposed by July 25, aligning with residents’ needs and approved planning. The province aims to start construction on August 19, 2025, to create positive momentum and demonstrate the significance of the Gia Binh International Airport project and its connecting infrastructure.
