During the 2020-2025 term, the province marked itself as one of the leading localities nationwide in attracting industrial investment.

Rapid development created high demand for land funds, infrastructure, and high-quality human resources, while also posing challenges such as administrative procedure bottlenecks, site clearance issues, delays in disbursing public investment capital, and a shortage of skilled technical labour.

Recognising the pioneering role of enterprises in industrialisation, the Party committees and authorities at all levels in the province thoroughly adopted the motto "Accompanying Enterprises," considering "The success of enterprises is the success of the province."

This spirit ran throughout the term, concretised by a series of support mechanisms and policies such as allocating land in industrial parks, promoting small and medium enterprises, developing suppliers, supporting loan interest rates, encouraging investment in high-tech agriculture, supporting industries and logistics, and establishing centres to support innovative startups...

Notably, Bac Ninh is a pioneer nationwide in policies for training high-quality human resources, especially in the semiconductor industry, serving the digital industry development strategy for the 2024-2030 period.

With a commitment to resolve business difficulties quickly and effectively, the province established a task force to support enterprises to grasp the situation, thoroughly handle recommendations, and build a transparent, friendly business environment.

Various models were implemented, such as the "Business Doctor" offering strategic consulting, management advice, and difficulty removal; the "3-Most Quick Response Team" providing the most effective consultation, the fastest resolution, and the safest COVID-19 response.

Additionally, the monthly "Business Meeting" programme created an open dialogue forum between the authorities and enterprises.

The spirit of "accompanying businesses" continued through dialogue and the hands-on approach of provincial leaders in directing the removal of business obstacles.

Notably, on August 1, 2025, the provincial People's Committee launched the "24-hour Green Lane" and "60% Green Lane" mechanisms in administrative procedures for key projects, greatly facilitating investment activities.

The first provincial Party Congress set the goal of making Bac Ninh a centrally governed city before 2030, and a green, civilised city rich in Kinh Bac cultural identity by 2045.

With over 6,600 domestic and foreign investment projects and nearly 33,500 enterprises, Bac Ninh has great potential to become a new growth pole of the Red River Delta, creating a development environment and contributing to the country's breakthrough in the integration era.
