Bac Ninh holds dialogue with businesses to resolve difficulties
BAC NINH – The Bac Ninh provincial authorities on September 15 held a dialogue with local businesses to address obstacles in project implementation, land procedures and infrastructure development, underscoring its commitment to supporting the private sector.
Pham Van Thinh, Standing Member of the Provincial Party Committee, Vice Chairman of the People’s Committee (PPC) and Head of the province’s National Assembly delegation, chaired the meeting, joined by representatives from provincial departments and agencies.

At the dialogue, business representatives raised a range of issues, most notably complications in procedures for transferring land use rights in urban and residential projects.
Some enterprises reported delays in the acceptance of technical infrastructure works, which is required before subdivided land plots can be transferred to individuals for self-construction of housing.
Other concerns included regulations on connecting technical infrastructure in residential and urban projects, timelines for individuals building houses on subdivided plots, detailed rules on phased acceptance of projects, and difficulties in selling low-voltage electricity to secondary investors in industrial clusters.
Companies also pointed to challenges in land clearance compensation for residential and urban projects and procedures for investing in renewable energy.
In his concluding remarks, PPC Vice Chairman Thinh praised the frankness of the businesses, saying their feedback helped provincial authorities better understand practical difficulties and take timely measures.
On the issue of infrastructure connection, he asked the provincial Real Estate Association to compile and report detailed information on specific projects facing problems so that the province can resolve them case by case.
Regarding land clearance, he said local authorities at commune and ward level must proactively review compensation and resettlement work, urgently cooperate with investors to settle outstanding “hot spots,” and promptly report difficulties to the provincial government and relevant departments for solutions.
He stressed that accountability must be assigned to local authorities if compensation and clearance delays persist. A separate conference will be held to address land clearance solutions more thoroughly, he said.
On the matter of low-voltage electricity sales within industrial clusters, the provincial leader directed the provincial electricity sector to issue clear guidance to businesses immediately after the meeting.

For renewable energy projects, he noted the province had already issued guidance encouraging investment aligned with production capacity and ensuring stable power supply for economic growth.
“The province always welcomes candid feedback from the business community in order to adjust and improve mechanisms and policies,” PPC Vice Chairman Thinh said, emphasizing that provincial leaders are committed to listening and working alongside enterprises.
He added that sustainable development of enterprises is essential for ensuring security and socio-economic progress in Bac Ninh. Problems must be resolved in a timely manner, administrative procedures streamlined and transparent, and departments must stay close to reality, proactively assisting companies, removing obstacles and sharing difficulties.
Issues beyond departmental authority should be escalated to the provincial government for joint handling, with the principle that “every difficulty faced by businesses must have a solution.”
