Bac Ninh selected to pilot emergency medical center project
BAC NINH – The Ministry of Health has chosen Bac Ninh as one of six provinces and cities to pilot a new out-of-hospital emergency medical service under a 2025–2030 national project.
During the first phase from 2025 to 2027, the Ministry of Health in cooperation with Vingroup, will implement pilot centers in Bac Ninh, Hai Phong, Ha Tinh, Da Nang, Khanh Hoa and An Giang.

The second phase, scheduled for 2027–2030, aims to expand the model nationwide and standardize the emergency medical system.
In Bac Ninh, two pilot centers will be established at Bac Ninh General Hospital No.1 and Bac Ninh General Hospital No.2. Vingroup is expected to provide around 15 ambulances to support patient transport and emergency response in the province.
According to the provincial Department of Health, Bac Ninh currently has 15 provincial-level general and specialized hospitals, 17 district health centers and 23 private hospitals. These facilities conduct hundreds to thousands of emergency patient transfers each year.
Officials said the pilot project would help build a modern, coordinated emergency care network, improve service quality and expand public access to urgent medical care.
The Ministry of Health said lessons from the pilot would guide the national rollout, ensuring more timely and standardized emergency services. For Bac Ninh, the programme is seen as an important step toward strengthening the healthcare system and enhancing residents’ access to life-saving interventions.
