General Secretary To Lam signed Resolution No. 60-NQ/TW of the 11th meeting of the 13th Party Central Committee on April 12, 2025, on restructuring the country’s provincial-level administrative units to 34 in total, including 28 provinces and six centrally-run cities.

1. Merging Tuyen Quang Province and Ha Giang Province, to be known as Tuyen Quang Province, the political-administrative centre is located in Tuyen Quang Province today.
2. Merging Lao Cai Province and Yen Bai Province, named Lao Cai Province, the political-administrative centre is located in Yen Bai Province today.
3. Merging Bac Kan Province and Thai Nguyen Province, to be known as Thai Nguyen Province, the political-administrative centre is located in Thai Nguyen Province today.
4. Merging Vinh Phuc Province, Phu Tho Province and Hoa Binh Province, to be known as Phu Tho Province, the political-administrative centre is located in the current Phu Tho Province.
5. Merging Bac Ninh Province and Bac Giang Province, to be known as Bac Ninh Province, the political-administrative centre is located in the current Bac Giang Province.

BAC GIANG - Implementing Resolution No. 1191 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Bac Giang province in 2023 – 2025 period, from January 1, 2025, the entire Yen Dung district was merged into Bac Giang city.
