The storm lay centered over the eastern waters of the central Philippines, about 480 kilometers southeast of Luzon Island, at 1 p.m. Saturday, packing maximum sustained winds of 74 kph and gusts up to 90.

It is moving west-northwest at 20 kph and is forecast to maintain that track into the East Sea, known internationally as the South China Sea, on Oct. 20, reaching wind speeds of 90–100 kph near the Paracel Islands.

Japan Meteorological Agency expects Fengshen to make landfall over Luzon with winds around 90 kph before intensifying slightly to 108 kph over the South China Sea, while Hong Kong Observatory predicts peak wind speed of 110 kph before the storm veers southwest toward Vietnam's south-central coast.

From Sunday, the eastern part of the northern South China Sea will see winds picking up to 88 kph, gusting to 117 kph, with waves up to 5 meters high.

Between Oct. 20 and 22, areas around the Paracel archipelago may face winds at 117 kph and gusts up to 149 kph. Ships operating in the area have been urged to stay alert to dangerous sea conditions.

Meteorologists say Fengshen is likely to weaken before reaching land due to cold air entering from the north. The cold front will act as a barrier, preventing the storm from tracking westward into northern Vietnam or southern China.

As the storm approaches the Paracels, the cold air is expected to sap its strength, potentially reducing it to a tropical depression before it reaches central Vietnam's coast.

Even if it weakens, the combination of Fengshen's circulation and the cold air mass could still bring strong winds and heavy rains to the central region.

Forecasters say the heaviest rainfall will likely occur between Oct. 23 and 26, affecting provinces from Ha Tinh to Quang Ngai. The final rainfall totals will depend on how the storm and cold air interact, where simultaneous arrival could produce much heavier rain.

So far this year, 12 storms and four tropical depressions have formed over the South China Sea, seven of which, including Wutip, Kajiki, Ragasa and Matmo, have caused major floods or damage in northern and central Vietnam.

Natural disasters have killed or left 241 missing nationwide, injured 389 others, and caused more than VND53.8 trillion ($2.1 billion) in economic losses.
