Unified determination and action

According to the general plan, Bac Giang province re-organised 4 district-level administrative units.

NA Chairman Tran Thanh Man gave the resolution of the NA Standing Committee on administrative arrangement for the representative of the municipal party committee of Bac Giang city.

Particularly, the administrative boundaries of Yen Dung district were merged into Bac Giang city, the administrative boundaries of Luc Ngan and Son Dong districts were adjusted to establish Chu township, Luc Ngan and Son Dong districts.

34 commune level administrative units were re-arranged to form 17 new communal administrative units, 13 wards belonging to Bac Giang city, 5 wards of Chu township and 2 towns of Luc Ngan district. After the arrangement, the province has 10 district-level and 192 commune-level administrative units.

In implementation of the administrative unit arrangement, the provincial Party Committee noted it a big policy of the Party for proper organisation of all-level administrative units, which is consistent to the practical conditions and development trends aiming for a streamlined, efficient and effective political system.

As it is defined a difficult, sensitive and complicated task, the all-level party committee in the province have called for engagement of the entire political system with the highest determination.

Hiep Hoa district has nearly 50 percent of the communes subjected to re-arrangement (11 out of total 25 communes) to establish 5 new communes.

According to Chairman of the district people’s committee Hoang Cong Bo, the Standing Board of the district Party Committee timely directed the district people’s committee, grassroots-level party committee, agencies and units to well implement communication and disseminate the policy to officials and party members.

All members of the district steering committee and task forces attended the day to get voters’ opinions. As a result, all of the 11 communes gained high consensus with an average percentage of 97.3 percent.

According to Nguyen Van Phuong, Vice Director of the Department of Home Affairs, in 2021-2022 period the Department proposed the administrative unit arrangement plan to the provincial Party Committee and People’s Committee to submit for approval of the central Government.

During the scheme development process, the Department requested related agencies to take into account the population, land area, socio-economic, historical, traditional and cultural characteristics as a foundation for specific plans.

Ready for “breakthroughs”

Looking back the efforts of Bac Giang from a poor province, it has been ceaselessly strengthening its position and resources for socio-economic development.

Voters in Luc Ngan district vote for the scheme on arrangement of administrative units.

Particularly, the indicators of GRDP growth rate (reaching 13.85 percent in 2024, ranking 1st nationwide and doubling the national average), FDI attraction, import and export, provincial competitiveness index (PCI), provincial governance and public administration performance index (PAPI) and Par index are in top provinces and cities in Vietnam.

Thus, it is essential to expand development space of each locality and the whole province to create regional linkage for mutual development.

The merging of Yen Dung district into Bac Giang city will solve the problems about the space for trade, service, non-agricultural production and business, urban residential land, expansion of green area, recreation facilities, eco-tourism and traffic meeting the requirements for green and modern urban development.

The establishment of Chu township will facilitate development of fruit processing and handicraft industries and eco-tourism while forming a driving urban area in the northeast of the province.

The resolution of the provincial Party Committee’s Executive Committee on the tasks for 2025 set out 5 main groups of tasks and solutions.

Accordingly, the provincial Party Committee ordered to improve performance of all-level government, highly concentrate on arrangement of the public organizational apparatus ensuring a streamlined, powerful, efficient and effective political system.

With the accumulated position and power, open-minded spirit and tradition of solidarity, the all-level party committee, government and people of Bac Giang province enter 2025 with feasible targets and determination to gain achievements towards the all-level party congress and they are ready to “fly” in the new era of nation’s rise.
