Ensuring stable power supply during peak summer demand
This year’s hot season is expected to begin in the second half of April across many parts of Vietnam and last for two to three months, according to the National Centre for Hydro-Meteorological Forecasting. As a result, electricity consumption is projected to surge dramatically.
In response, the Ministry of Industry and Trade issued the 2025 Power supply and grid operation plan (adjusted under Decision No. 3300/QĐ-BCT dated December 15, 2024).

Total electricity production and imports for 2025 are forecast to reach 347.5 billion kWh, up 12.5% from 2024. During peak months, from April through June, electric load demand could increase by over 14%.
Even before the peak heat, data from March already shows a sharp rise in electricity usage. The National Load Dispatch Centre (NSMO) reported an average daily load of 874.5 million kWh, up 47.8 million kWh compared to the same period in 2024.
In Ho Chi Minh City alone, the average daily electricity consumption in March reached 86.97 million kWh, an increase of 16.32% from February.
Residential consumption rose to 42.64 million kWh/day, up 19.81%. With April expected to bring peak heat, no rainfall, and stifling conditions, the city’s electricity usage may hit 100.8 million kWh/day, up 34.83% from February and 15.5% from March.
To ensure a safe and stable power supply, the Ministry of Industry and Trade and Vietnam Electricity (EVN) are implementing measures including water level management in hydropower reservoirs, securing stable coal supply, and ensuring fuel availability.
EVN has also finalised contingency plans for extreme heat, enhanced northbound power transmission, regulated reservoir water discharge, and accelerated maintenance of power units.
